Source List vs Quota Arrangement in SAP: When to Use Each

Understanding Source Determination in SAP MM

When a buyer creates a purchase order in SAP, one of the first decisions is: which vendor should supply this material? SAP provides two master data tools to help answer this question automatically: Source List and Quota Arrangement.

Both tools are part of SAP's source determination process, but they serve different purposes. The Source List controls which vendors are allowed to supply a material. The Quota Arrangement controls how much each vendor should supply when you have multiple approved vendors. Understanding the difference is essential for every MM consultant. Both require a Purchase Info Record as a prerequisite.

What Is a Source List?

A Source List is a master data record that defines which vendors (sources of supply) are valid for a specific material at a specific plant during a specific time period. It acts as a filter: only vendors listed in the Source List are allowed to supply that material.

Transaction: ME01 (Create Source List) / ME03 (Display Source List)

Key fields in the Source List:

  • Material: The material number
  • Plant: The plant where the material is used
  • Validity Period: Start and end date for this source
  • Vendor: The approved supplier
  • Purchase Organization: The purchasing organization
  • Fixed Source (MRP Indicator): If set to "1", this vendor is the fixed source and is automatically assigned during MRP runs
  • Blocked Indicator: If checked, this vendor is blocked from supplying this material

Example: Your company uses Steel-001 at Plant 1000. You have three approved vendors: Tata Steel (valid Jan 2026 to Dec 2026), JSW Steel (valid Jan 2026 to Dec 2026), and SAIL (blocked after March 2026 due to quality issues). The Source List captures all three entries with the correct validity dates and blocking flags.

Pro Tip: When the Source List indicator is active in the Material Master, SAP will throw an error if you try to create a PO for a vendor not listed in the Source List. This is a powerful compliance control for regulated procurement environments.

What Is a Quota Arrangement?

A Quota Arrangement is a master data record that splits procurement quantity among multiple vendors based on predefined percentages or ratios. When you have two or more approved vendors for the same material, the Quota Arrangement tells SAP how to distribute purchase requisitions or purchase orders among them.

Transaction: MEQ1 (Create Quota Arrangement) / MEQ3 (Display Quota Arrangement)

Key fields in the Quota Arrangement:

  • Material: The material number
  • Plant: The plant where the material is used
  • Validity Period: Start and end date
  • Quota: The percentage or ratio for each vendor
  • Quota Base Quantity: The minimum quantity that must be reached before quota allocation kicks in
  • Maximum Lot Size: The maximum quantity that can be allocated to a vendor in one order

Example: For Steel-001, you want Tata Steel to supply 60% and JSW Steel to supply 40%. You create a Quota Arrangement with quota values of 6 and 4 (or 60 and 40). When MRP creates purchase requisitions, SAP automatically splits them: if MRP needs 100 MT, it creates one PR for 60 MT (Tata Steel) and one for 40 MT (JSW Steel).

Note: The Quota Arrangement relies on a running "Quota Allocated Quantity" counter per vendor. SAP uses the formula (Quota Allocated Qty + Quota Base Qty) / Quota to determine which vendor gets the next order. The vendor with the lowest result is selected first.

Source List vs Quota Arrangement: Key Differences

Source List

  • Controls WHICH vendors can supply
  • Transaction: ME01 / ME03
  • Defines approved vendor list with validity periods
  • Fixed source indicator assigns vendor during MRP
  • Can list many vendors (approved list)
  • Can block specific vendors for a material
  • Prerequisite: Purchase Info Record must exist
  • Use Case: Single vendor approval, vendor qualification

Quota Arrangement

  • Controls HOW MUCH each vendor supplies
  • Transaction: MEQ1 / MEQ3
  • Defines percentage split among multiple vendors
  • Splits PR quantity across vendors during MRP
  • Typically 2 to 5 vendors with defined ratios
  • No blocking feature (set quota to zero instead)
  • Prerequisite: Source List and Info Record must exist
  • Use Case: Multi-vendor strategy, risk mitigation

When to Use Source List Only

  • Your company has a single approved vendor for a material and wants to enforce this in the system
  • You want to block certain vendors from supplying specific materials (quality issues, contract expiry)
  • You need to define fixed sources for MRP so that purchase requisitions are automatically assigned to a vendor
  • You have a preferred vendor but want to keep backup vendors in the system for reference

When to Use Quota Arrangement

  • Your company has a dual or multi-vendor strategy for critical materials
  • You want to automatically split procurement volumes across vendors (e.g., 60/40 split)
  • Risk mitigation requires that no single vendor supplies more than a certain percentage
  • Contractual obligations require minimum purchase quantities from specific vendors
Warning: Never create a Quota Arrangement without first setting up the Source List. SAP requires a valid Source List entry for each vendor before the Quota Arrangement can reference them. Skipping this step is a common configuration mistake on projects.

Configuration Steps

Activating Source List for a Plant

Source List usage per plant is controlled in the Material Master. Go to the Purchasing view of the material master (MM02) and check the "Source List" checkbox. When this is active, SAP requires that a valid Source List entry exists before a PO can be created for this material at this plant.

Setting Up Quota Arrangement

  1. Create Purchase Info Records for each vendor (ME11)
  2. Create Source List entries for each vendor (ME01)
  3. In the Material Master (Purchasing view), check the "Quota Arrangement Usage" indicator
  4. Create the Quota Arrangement (MEQ1) with the desired ratios
  5. Test with MRP or manual PR conversion to verify the split

Key Takeaways

  • Source List defines WHICH vendors can supply a material (approval control)
  • Quota Arrangement defines HOW MUCH each vendor supplies (volume split)
  • Source List is a prerequisite for Quota Arrangement
  • Both are essential for effective source determination in SAP MM
  • This is a very common SAP MM interview question, especially for mid-level consultants

Key Takeaway

Source List and Quota Arrangement work together as a two-layer source determination system in SAP MM. The Source List answers "who is allowed to supply?" while the Quota Arrangement answers "how much should each allowed vendor supply?" Master both tools and you will handle vendor management confidently in any S/4HANA implementation.
